Healthy Smiles Ontario
Healthy Smiles Ontario (HSO) is a government-funded dental program that provides free routine and emergency dental services for children & youth aged 17 years & under from low-income households.
To be eligible, the child/youth must be a resident of Ontario and meet the following eligibility requirements (rates as of July 1, 2024):

Please note we do our best to update this webpage when the requirements change. However, current income requirements can always be found on the Ontario webpage.
Once a child is enrolled, they are covered:
- Up to 1 benefit year (August 1st to July 31st); OR
- Up to their 18th birthday (they are no longer eligible once 18)
Children enrolled for emergency or essential care are enrolled for only 6 months, before they must re-enrol. See enrollment instructions in section below.
Emergency Dental Care
To qualify for emergency/essential dental care, you must:
- Have a clinical need
- Be able to show financial hardship. You will be asked some questions about how you or your family would be affected if you had to pay for dental treatment. For example, would you be able to pay household bills if you had to pay for dental treatment?
To apply for emergency care, call our Oral Health Program at 705-748-2230.
Children receiving emergency and/or essential care are covered for 6 months from their date of enrollment. They must re-apply at the end of the 6 months to determine if they’re still eligible.
How to Enrol in HSO
You can enrol in HSO either online or via mail. Before you begin, make sure you have:
- Your child(ren)’s date(s) of birth
- A valid Ontario address
- Your Social Insurance Number (SIN) or Temporary Taxation Number (TTN)
- Filed your taxes within the previous year
Applying online: if you have a spouse/common law partner, make sure they are with you when applying – you both will need to sign the application.
Applying by mail: download, print (or pick one up from your local health unit or Service Ontario), and complete the application form, then mail it to:
